Is the $1.73-$1.83 billion price tag published in the Tier 1 Environmental Impact Statement (EIS) still a reasonable approximation for construction costs?
In the Tier 1 EIS the cost estimates for each section were given in year 2000 dollars.  The Final EIS (FEIS) for Section 1, published in October 2007, shows that on an inflation-adjusted basis, costs for this section remain within the cost range shown in Tier 1.  Project cost is a key factor in ongoing studies in the other sections, and we anticipate that the costs of other sections of I-69 will also remain within the Tier 1 cost ranges when adjusted for inflation.  The Tier 2 cost estimates for each section will be released as each section DEIS is released.  INDOT is moving forward to fast-track construction of this project so as to minimize the impacts of construction cost increases.   (Updated 11/14/07)
